Was wearing head-covering (modern-day hijab) present in Arab countries before Islam?

Khimar (a head-covering by Arab women) was actually worn as an ornament. It hangs down over the wearer’s back but the upper area of the front tunic has a wide opening, exposing women’s breast. When Islam came into the picture, the command to cover the bosom was created. This ornament, as can be seen, is far from today’s concept of what hijab is.
